Usually. Most slow WordPress sites are slow for three or four identifiable reasons — plugin bloat, unoptimised images, no caching, a heavy theme. I audit, give you the list, and fix what actually moves the number.
Whichever serves the project. A custom theme is faster and cleaner; a builder is easier for a team to edit. I will recommend one and explain the trade-off rather than defaulting to my preference.
